Deltek Enterprise Project Management Solutions Help Global Security Company Manage Programme Performance and Earned Value

The Challenge

As a dedicated business unit of global aerospace and defence leader Lockheed Martin, MS2 provides surface, air and undersea applications on hundreds of programs for highly demanding U.S. military and international customers. Speed, cost effectiveness and efficiency are cornerstones of their business. However, MS2 was utilising eight different systems and numerous process variations to manage programme performance and earned value, from ARTEMIS ProjectView and CostView to COSMOS.

With varying interfaces and disparate functional capabilities, this mix of systems impaired MS2�s ability to establish a common, consistent approach to programme performance management and reporting. In addition, it lessened Lockheed Martin MS2�s ability to operate at peak efficiency and work seamlessly across their seven lines of business and twelve geographic locations.

Though a common process set had been established to keep costs down and reduce turn-around times, MS2 needed to adopt a single system with strengths in all aspects of programme performance management that could meet the company�s rigorous EVM requirements.

The Solution

Lockheed Martin MS2 selected Deltek Open Plan, Cobra and WelcomHome to form the foundation of its new Program Performance Management System (PPMS). This gave MS2 powerful tools for critical path planning and scheduling, multiple project cost management and processing, and Web-based access to project data.

Each of Deltek’s Enterprise Project Management solutions made an immediate impact. Cobra has proven to be a highly flexible earned value and cost management engine that offered significant increased analytical and reporting capability, with the flexibility to interface with multiple external applications. Open Plan provides a single solution for resource loading, extensive network management, a very flexible interface, improvements in user customisation, and a built-in risk assessment capability. WelcomHome delivered CAM statusing and a management reporting portal that tied the schedule and earned value data together within a single web-based environment.

MS2’s Deltek-powered PPMS is now on the desktops of all of MS2’s finance and planning professionals. In the first year since going live, MS2 has trained and provided toolset access to approximately 1,000 employees, with forecasts calling for another 2,000 users over the following two years. Across all the sites representing the 13,000 MS2 employees, PPMS has given MS2 a common system that links all participants together to achieve their commitment of ensuring accurate, reliable and compliant performance management data.

Soon after the system was rolled out, MS2 enjoyed the many benefits of an integrated system, from single training curriculums for business functional and programmatic users, to common processes and cycles for data management, analysis and reporting. They also experienced cost savings associated with the reduction in tools and consolidation of process and expertise around a single system.
